## When to use it

* A country market report
* Any PDF report that presents figures

## When not to use it

* A report longer than 10 pages
* Observed and modeled values on one page of the first part

## Rules

* 7 to 10 pages
* The market now comes first and the outlook second, and the two never share a page; nothing modeled appears in the first part
* Dark pages are the cover, the key numbers and the back cover, on --bg (#000214) with white type and quiet type at 70 percent white
* Pages with charts and tables are white
* A source line under every chart and table: publisher and dataset, in one line
* Count documents: work permits issued, work permits in force, visas issued; never workers, persons or people
* Actual values in the text, never words like sharply or almost
* A part opens with a heading on its first page, not with a page of its own
* Report tables follow /data/tables; charts follow /data/charts and /data/chart-catalogue

## Anatomy

* Cover: dark; the country, the edition and the headline figure at 56 pt (--bg)
* Key numbers: dark; 3 to 6 figures, each with its year and source; label 7.5 pt, figure 26 pt (--bg)
* The market now: white; 2 or 3 pages; observed values only; at most 2 exhibits a page
* The outlook: white; 1 or 2 pages; the forecast as yearly columns with their range, and a table of the last observed year and the checkpoint years
* What it means: white; optional; the conclusions in prose
* Sources and method: white; 1 page
* Back cover: dark; edition, cut off date and rights (--bg)
